is it ok to have a rack if your rear lights get obscured ?

In the UK definitely not,you'll have to get a light board,there very cheap anyway, try any motor factors or halfords,if you haven't got a towbar with a 7 pin socket your going to have to one wired in as well,drive without one at your peril.

It is not a good idea in the least to protect you bikes from being hit by other cars. Most auto stores have plug in light extensions for cheap.

Simon and Zulu are absolutely right.

If the police are not too busy they always have fun stopping all the family cars on the M27 on their way to the new forest.

You can get some racks which mount the bikes higher above the lights and number plates.
