03 Razorback owners...help with fox shock

Well, i've been riding my new bike for about 2 weeks now and can't seem to figure out what position the lockout is.  The lever swings 360 degrees.  I tried just pushing the frame down at different positions but the shock still compressing.  Could my lockout be malfunctioning?  

Also i was riding with a couple of friends the other day and they noticed that my shock has two valves.  I told them that one of the valves is not supposed to have pressure.  Only the valve closer to the rear.  Then they asked then what is the valve there for then if you are not supposed to pump it.   That i could not answer.  Anyone know why?

The blue lever clicks into lock out mode when it's facing down. It's not a hard 'click' though, so it's easy to miss and just keep turning the lever around.

I think the front valve is more of a 'blow off' type valve. Air is only forced in there after the shock takes on a big hit. You're correct in thinking that it should be empty. Sometimes you may have to push the valve to get rid of any air that's been forced in.
