855 rebuild. Headset question...?

Hi guys. The rebuild is going ok. But I bought a new headset and unbeknown to me it came with sealed bearings. Now with the headset rebuilt there seems to be clearance problems. Both the top top frame cup and top bearin race seem to touch? Anyone have any experience of these?

Sounds like there's a bit missing to me. I got one on my OZx and it fits fine. Have you put it together in the correct order.
