the bike shop  i go to uses a itm 1/4" Drive torque wrench and i think it cost around $120

but there are cheaper tools around like the park tools TW-2 torque wrench 3/8" around $30-$40
and the Park tools TW-1 Torque Wrench 1/4"  around $25-$30

I found a 3/8" drive 50 - 250 inch, new clicker type  torque wrench on ebay for $20. Search for torque wrench. Keep an eye out for the smaller inch measuring wrenches that will be suited to a bikes' small fastners. The exception is the BB, for that you will need a larger ft lb wrench.

Here's an example of what you can find on eBay. This would be good for a bike.

Update: sold for $21.95, not a bad deal.
