I used WD40 on a pair of Pace RC37's and on my Carbon frame, used to come up nice and left a thin film that meant cleaning after was easy,
just don't use anything thats abrasive you will scratch the lacquer.

Never needed to, Pace have been using carbon for there forks for many many years infact I think all there forks are carbon,
so expect a very high quality weave and lacquer finish,
If looked after doubt you will never need worry about anything like a relacquer.
enjoy them.
