Title: Need your help deciding...

if I should go ahead and get the Risse genesis shocks for my 656 or get a newer bike.  

This http://ibexbikes.com/Bikes/APG-SPT-LT-Details.html is used in my area for about the same price as the 2 Risse shocks.  

I have not been racing for over 9 years, but I would like to get back to racing beginner level races a few times a year.  What would you do?

Well if you are racing, 32 lbs or more is going to kill you.

The component spec on this Ibex is not very good either.

If I were you, I would hold out for some used parts for your 656, or even look for a used bike altogether.

All these items can be had and were top of the line just a few years ago, and FAST!
