So I have a silver 3.5 tank that doesn't match anything I own. I was thinking of painting it all flat black. Would spray paint be a bad idea? I'll go through the correct process(cleaning, multi-layer, clearcoats, etc..). Would it still chip or would it be ok. Im' not looking for the durability of anno, just need it decent.

It should be fine.  I painted an old 7oz with rattle can black and it lasted quite well.

Look for a  good etching primer.  We use to sell them at Napa.  Great stuff.  Just remember that the prep work is the most important
part.  So the sanding and clean surface is what will define how chip able it'll be.  Looking for something longer lasting look up our
friendly Airsmith Ken's Customs.  He does powder coat and a very reasonable rate.

I wouldnt powdercoat a pressure vessel.  I have used rattle can, and have had them duracoated as well.

good cleaning of the tank, good primer, and good paint.

Sanding or heating the tank require it to be re hydroed otherwise you have a hand grenade ready to go off.
